Our Board of Trustees consists of community leaders was established to help provide guidance for the University Center. We strive for representation from education and local businesses and industries that will add insight into the educational and economic needs of the community. The board meets one time per month.

Barry Bickle
Director and Business Development Officer
Eastman National Bank
Term: 2012-2017

Barry Bickle has more than 27 years of experience in various financial management positions with Conoco, Inc. in Houston, Texas and Ponca City, Oklahoma. Since his retirement from Conoco in 1999, Barry has worked in the banking industry and currently serves as the Director and the Business Development Officer for Eastman National Bank. Barry earned his bachelor’s degree in accounting from Oklahoma State University and also graduated from the Indiana University Executive Management Program.

Barry currently serves on the Ponca City Area Chamber of Commerce Executive Board, chairs the local United Way Board, the P.C. Venture Associates Board, the Opportunity Center Foundation Board, the Ponca City Native American Foundation Board and the Eastman National Bank Board.

Carol Bouldin
Retired Educator, Community Volunteer
Term: 2012-2021

Carol Bouldin has a background in education having taught  in junior and senior high school and has served as a volunteer tutor for the last eight years.

Carol has a Bachelor’s of Art from the University of Arkansas.  She retired as a Financial Consultant for AXA Financial and has owned a small business.

Carol is involved in numerous Ponca City boards and organizations including the Ponca City Herb Festival Board, the Salvation Army Board, Daughters of the American Revolution (DAR) and the Kay County Master Gardners. Carol also serves as a Trustee for the First United Methodist Church.

Chuck Greenwood
The Greenwood Group
Term: 2012-2020

Charles “Chuck” Greenwood is President of the Greenwood Group of Ponca City, Oklahoma.  As a commercial pilot, his love of aviation and learning started when he was 6 years old when flying in an airplane with his father over Ponca City. 

Chuck attended Oklahoma State University and has been active in many civic and community organizations. Chuck serves as Chairman of the Airport Advisory Board, serves on the Ponca City Tourism Board, and is the current Chair of the ConocoPhillips National Dealer Advisory Council.

Chuck has been an invited speaker at numerous events on strategic planning and team dynamics. Chuck is a student advocate who believes in the importance of education and hands-on training with good mentors.

Louise Abercrombie
Business Editor
Ponca City News
Term: 2012-2015

Louise Abercrombie currently serves as the Business Editor of The Ponca City News where she began her where she began her career in 1968. Louise has a broad range of expertise dealing with community service activities. She is a staunch defender of the Open Meeting Laws of Oklahoma, and has a special interest in education. She has served on the Advisory Board of University Center since its inception, providing publicity for services and events of the Center.

Louise was the first woman to receive the Outstanding Citizen Award from the Ponca City Area Chamber of Commerce. In addition, Louise was the recipient of the Beachy Musselman Award from the Oklahoma Newspaper Foundation for outstanding contributions to newspaper journalism.

Louise was appointed by the Governor to serve on the Ethics and Government Commission. She was also the founding president of Professionals Today, a women’s community service organization, and has chaired several community foundations.

Patricia Hullet
Professor, Consultant
Term: 2012-2022

Patricia Hullet was appointed to serve on the University Center Advisory Board after having served as President of the University Center Foundation. Patricia brings more than 20 years of experience as a Blackwell School Board member serving in all executive positions and as a member of the Board of Directors for the Oklahoma State School Boards Association (OSSSBA).

Patricia was honored as one of the 5, All State School Boards members from more than 3,000 members across the state. She has been a presenter at numerous OSSBA conventions and presently works as a trainer for Whole Board Development through the OSSBA.

Patricia has taught for more than 25 years at Northern Oklahoma College where she served as Faculty President and Scholarship Chairman. Pat received the NISOD Award in Teaching Excellence as well as being recognized as a Who’s Who Among America’s Teachers.

Hullet is currently an adjunct faculty at Northern Oklahoma College where she teaches World Regional Geography. She is a member of the Chapter AB of PEO as currently serves as Vice- President.

Tim Seidel
Refinery Manager of Phillips66
Term: 2014-2019

Timothy J. (Tim) Seidel, manager, Ponca City Refinery, is a chemical engineer bringing 18 years of experience in the oil and gas industry.

Before joining Phillips 66 in May 2012, Seidel held the role of production manager, Ponca City Refinery, for ConocoPhillips, where he continued in that capacity until April 2014. From 2009 to 2012, Seidel served as site manager, Santa Maria Refinery, receiving the National Petrochemical & Refiners Association’s Distinguished Safety Award for two consecutive years. From 2006 to 2009, he was a technical manager at the Billings Refinery. Prior to that, he served as regional optimization manager in the ConocoPhillips commercial organization in Houston.

Seidel began his refining career in 1997 as a chemical engineer at the Sweeny Refinery for the Phillips Petroleum Company. He worked in various positions of increasing responsibility at Sweeny, including roles in engineering, production, project development and construction.

Seidel serves as a board member at the University Center, Standing Bear Native American Foundation, Oklahoma Oil & Gas Association, Conoco Museum, Jupiter Sulphur LLC, and RCB Bank Ponca City Market.

Seidel graduated from Montana State University in Bozeman in 1996 with a bachelor’s degree in chemical engineering.

Bruce Evans
Evans and Associates
Term: 2014-2023

Bruce Evans, a native of Ponca City, graduated from East Central State College in Ada, Oklahoma in 1972 with a Bachelor of Science Degree majoring in Economics.

Prior to graduation, Mr. Evans had applied and been accepted into the U.S. Air Force Pilot Training program as a member of the active Air Force Reserve. He completed this training program in 1974 and was attached to the 465th Tactical Fighter Squadron at Tinker Air Force Base flying the Republic F105D “Thunderchief”. He completed his military service in 1979.

Upon completion of his active duty with the Air Force, Bruce began his career with the family business founded by his father, Lloyd I. “Jerry” Evans. The first 20 years of his career, he worked almost entirely in oil refining, marketing, exploration, and production operations. In 1995, he began to manage the company’s underground utility construction operations, and subsequently became the Director of Safety for all operations. At present, after 40 years with the company, he is the Risk Manager for all companies as well as an officer and board member for Evans & Associates Enterprises, Inc. and its subsidiaries.

Bruce has participated in many other organizations including Director of the Ponca City United Way, Past President and Board Member of the Will Rogers Council of the Boy Scouts of America, and Past Board Member of the Oklahoma Independent Petroleum Association. He has served multiple terms as a Vestry Member and Senior Warden for Grace Episcopal Church of Ponca City and is currently a Board Member of the Ponca City Country Club.

Mr. Evans is still an avid and active pilot, golfer and outdoor enthusiast. He is sometimes seen in character as “William H. McFadden”, an early-day pioneer of Ponca City and The Marland Oil Company.

Bruce is married to his lovely wife, Janet and they have 5 children and 7 grandchildren.

Jeremy Frazier
Assistant Newkirk City Manager
Term: 2015-2018

Jeremy Frazier has experience at various levels of government. While he has served at both the state and local level, his passion remains within the level of government closest to the citizens, the local level. He began his career with the State of Oklahoma as a Carl Albert Executive Fellow where he served as a Research Analyst/Budget Coordinator with the Oklahoma Health Care Authority. While at the Oklahoma Municipal Retirement Fund Mr. Frazier served as a Retirement Plan Administrator of a nearly $800 million dollar municipal trust. He advised over 200 municipalities and administrators, not to mention thousands of municipal employees throughout Oklahoma, regarding their retirement benefits and options. Since August 2014 Mr. Frazier has served as the Assistant City Manager of the City of Newkirk. In this capacity he was responsible for the budget, policy, code enforcement, and strategic planning, as well as various community events, projects, and programs for the City and community.

Mr. Frazier earned a Bachelor of Communication degree from the University of Oklahoma and a Master of Political Science-Public Administration degree from the University of Central Oklahoma. He now serves on the Master of Public Administration Advisory Committee where he assists the University in shaping its future MPA program. In 2015 he was appointed by the Governor of Oklahoma to serve on the Board of Trustees of the University Center at Ponca City. He is a Certified Department of Environmental Quality Operator, Certified Municipal Official, Past Executive Fellow of the Carl Albert Public Internship Program, a member of the Oklahoma Municipal League (OML), and a member of the City Management Association of Oklahoma (CMAO), where he was the first recipient of the organization’s statewide scholarship program. He is also a past member of the International City Managers Association (ICMA).

Jeremy, a native of Oklahoma, currently resides in Oklahoma City with his wife Rebecca, and their dog Bailey.
